Rented Property - No hot water - Rights?

I have been without hot water in my rented property for 4 days, my letting agent was informed last Thursday 730am, their handy man went round on Friday pm and cannot fix it. They have apprently contacted someone else to come round and fix it.

How long do I have to live without hot water until I can legally do something about (requesting alternative accomodation/rent reduction etc)?

How do I go about requesting this?

    From previous posts I have seen quite some time as you can always boil a kettle to wash up or wash. Same with central heating as you can always use an electric fire/heater.
