DLA has two components - care and mobility. Care is paid at three rates - low, middle or high, and can be paid from the age of three months old to those who qualify. Mobility has two rates (no middle rate). It can be paid from three years if the child qualifies for high rate, and from age five if they qualify for low rate mobility.

Using a pushchair beyond the age of three doesn't qualify a child for high rate mobility.

I guess using a pushchair or carrying a child with high rate care doesn't qualify for low mobility either then as we didn't get it and my almost 5 year old doesn't walk anywhere! Not that it matters to me personally he was very fortune to be awarded what he got.

Many charities/support groups offer excellent guides to filling in DLA forms, I referred to the Cerebra guide when filling it in for my daughter - if you have a carers organisation locally (check http://www.carers.org/ to find your local one) they are often able to offer good advice too.

My son has always qualified for HRC but also for HRM since the age of three, because he has always found walking very painful due to hypermobile joints. He also has breathing difficulties. To be fair, his joints are painful even without walking, and he has some breathing problems even when he sits still.

A child who receives HRC and who has severe behavioural difficulties can qualify for HRM.

Once your son is 5, you can reapply for mobility, as it is possible he may qualify for low rate even if he doesn't qualify for the higher rate. Using a pushchair or being carried alone, without qualifying under the other criteria, doesn't qualify a child for HRM. My son obviously used a pushchair or was carried, but received HRM because he qualified under the criteria mentioned in the link I posted.
