Buyer is no longer registered on eBay

I sold some tickets last week, and they were won by a 0-feedback user.
Although I was a bit concerned, he said he would be sending a cheque in 7-14 days, and he was registered from December.
It's now 4 days since he won the auction and it's showing "eBay Note: This user is no longer registered on eBay."
What should I do?
After reading the Help it appears I can file an Unpaid item dispute and get my fees back. Should I do this and then relist the item? I'm glad I listed them with enough time until the show now... but I need to act fast really!

Woohoo! I'm normal! Gotta go tell the cat.0 -
Thanks... or would it be easier to do a Second Chance offer to the next person (£2 less but with good feedback)?
It's my first time selling an item so I'm a bit unsure on the best route to take!

If you are happy with the price then I would offer it as Second chance offer
if they have found some elsewhere in the mean time you can relist it then

Ah thanks, and one last question! ...
If I offer a Second Chance, do I have to pay another final value fee for it?0 -
