    If you dont registrer the SIM, the number is ownerless and if you had any problems, you would be unable to get the SIM barred.

    Its only for your grandma, there should be no reason for her not to want the SIM registered.

    Depending on network - if unregistered, a SIM won't be active or indeed have a number (Orange, Giff Gaff etc). once active they will need to make a chargeable call or text every 180 days to keep it active, otherwise the SIM is blocked and any credit lost.
