The buyer still has complete protection under paypal so yes the OP needs a tracking number.
Don't forget that we have no idea why the buyer has been NARUd, it could be as simple as having missing contact details which means he will be reinstated eventually.

Sorry guys, was having a bad day and fekt like I was being picked on for [sulk sulk] - lol!
Guess I hav got behind with sending out stuff cos my PC has been broken and things have been manic since its been up and running again so I was looking for a easy wasy out....
