I guess it come down to how strong the Wifi would be downstairs with either of the options.

Just found PC Advisor review (2011) stating WD 200Mbps 4-Port Powerline Adapter ports are 10/100Mbps, not 200, so confused again.

I think what they mean is that it won't do 200Mbps in terms of 100Mbps full duplex.

The 10/100 simply means it will negotiate down to 10Mbps if that's all the connected device can handle, but almost every network interface these days will do at least 100Mbps.
