HO87 is right to remind us that the BPA does include both LAs and PPCs. It would be interesting if Ms. Patel's election was the first step in a "takeover" by the LAs. They obviously haven't rewarded SR-S for his services to the private parking industry.The acquisition of wealth is no longer the driving force in my life.

What sort of reward were you thinking of? - a Knighthood, perhaps.
Simon has already been described as a 'Parking Baron' in one of Martin Cutts articles.
Anyway, I thought he was already a Count.
