Whilst I may not 100% agree with the way the OP is handling it, I do not agree that they havent given the LL enough time.
These things should have been done before the tenancy began. He had plenty of time before he started charging someone money to live there.
It seems the OP has had the keys a week. Again, it should have been done before he moved in, and it certainly should not take a week into the tenancy to clean it. Would it be acceptable for a tenant to not pay rent for the first week?
I second the idea of cleaning it yourself and deducting a chunk from the rent or paying cleaners and deducting it. Unfortunately you have signed the contract now, in future I would always wait until you have seen the property in a state which you want it, not with things 'to be fixed' or to be sorted/cleaned, as these things never materialise once the contract is signed...0
