True, but its a sad reflection on society that so many people think that its OK to abuse disabled bays without a badge. Add to this those who abuse someone else's badge. I think the point he's making is that they are not fines because the entity issuing them is not legally allowed to 'fine' people.
It's a bit pedantic because they are not actually legally forbidden to call them fines.
Trouble is when they are referred to as fines those to whom they have been issued sometimes believe that they will incur further penalties if they're not paid, or be taken to court for non-payment.
That's why they shouldn't be called fines -IMO!
OP - your MP should be in the phone book, or have a website. I strongly suggest you telephone him/her or contact him/her by email. People do make mistakes, that is life, you've probably made mistakes of your own in the past. It's not their fault you're going on holiday at the time they are fulfilling their obligations.
Yes, of course I make mistakes. However receiving a letter telling you that you have been issued a blue badge (by a dept whose sole job that is) only to be told you have not is not fulfilling their obligations ....not very well at least!
It wasn't go to run out on holiday as the letter on June 15th said I would receive one within 15 days......a week before I went on holiday. It was only my checking that showed up the problem which will now cause me difficulties.

So many times I pull up to a full disabled bay only to see boy racers get in or out of the car with no badge displayed.....I have to drive off and miss out on that shop just because of their laziness!

Just drive your car right up to the rear bumper of theirs, park, then go off and do your shopping

Not relevant to the issue but apparently there are over 10 milliion disabled people in Britain. Thats almost 1 in 6 of the population!
I've started to think that there should be a higher number of disabled parking spaces at the supermarket!
On the OP's issue I am sure the badge will turn up at some point. Until it does then you're going to have to make do without.
The councils job is to send you the badge before your existing badge runs out. The fact you are on holiday on that date is irrelevant. You've really only got a cause for complaint if the badge doesn't arrive before that date.
Absolutely more bays, please!
I'm told it will be at least 6 weeks now...that will cause serious difficulties
People seem to miss the point that the council letter of June 15th said I would receive a renewal badge BEFORE I went on holiday. Only my checking before going away turned up the fact that I wouldn't get a badge either before, or during my holiday now and it was still under consideration and not granted!!

That is more a comment on the lax definition of disability than anything else.
