It is an impersonation of Authority Scam, just IGNORE and beware of changes in characters in the IMPERSONATION to fake debt collectors and fake solicitors.
This is a bunny boiler operation and nothing you do or say will stop them sending the standard bumf.
Just Ignore them, they will not take you to court because they will lose the case and you will be able to counter sue them for harassment.
All they will do is huff and puff and threaten to blow your house down, pull up the draw bridge, ignore them and let them waste money on stamps.
Have a good laugh at the silly letters they send full of words like MAY and COULD and RESULT and ENFORCEMENT and ACTION.
The simple and legal truth is they have no more right to charge or "fine" you than the Allotment society of Grimethorpe for not buying their cabbages.Hi, we’ve had to remove your signature.
