Refusing to name the driver is a more serious offence
Attempting to pervert the course of justice is a very serious crime indeed, which usually results in a prison sentence, even if the original offence was a minor one.

Knowingly giving the police false information in order to deter them from prosecuting you definitely falls into the last category.
Failing to name the driver is 6 points and a fine in the region of £500.

Having a panic attack because you were speeding? Pull over instead?
I think if you listen to all the stories and pub talk, You put yourself at risk of getting something far worse than 3 points and a £60 fine? Is it still that much?
As mentioned above you may get a fine and a course instead.

At this point, acknowledge that you were driving and see what they send through. Probably an NIP with the option of accepting the fixed penalty or a speed awareness course. If so, take the course. No points and no offence to declare at your insurance renewal, both of which are well worth it as a new driver!
Only even consider looking for "get-outs" if for some reason they don't offer the course.0
