Skype taken out money from Pay Pal

I am not sure if I am in the right place? I use Skype to make all my phone calls. When I need to add credit I use my Pay Pal account. I went into Skype on Monday and was told my account was blocked. I looked into my account details and saw that 32.76 Euros had been taken out of my Pay Pal account. When I tried to contact Skype I found that there was no way of talking to anyone. There is no phone number or email address. So far I have not had any word from Skype. I sent Pay Pal an email yesterday and not heard from them. I cannot afford to lose this money.
