parents already paid for house but cant get keys

hi all, just a quick one as my ageing parents are getting very stressed

they had offer accepted on a bungalow, sale was delayed, then the house was reposessed, sale off.

reposession company then offered it to them, they accepted and went ahead with the sale. they were told they had to complete in 28 days which was up on the 2nd july 2012, they have not exchanged but they have paid the money for the bungalow, they were told on friday that because the bungalow is ex council house and it is being sold within 10 yrs of purchase from the council that they had to get permission from the deputy prime ministers dept and see if the council wanted to buy it back.
estate agent has asked the council and they have said they have no intention of buying it back, they were supposed to send a fax to the sellers solicitor on friday but havent, and today tuesday 3rd july they still havent, my parents are having to rent at the minute after vacating their last property to enable the chain to continue, they have 2 weeks left of their rental.
what i need to know is what can they do to get this sorted, they have done everything they have been told to do, they want the keys!!! theyve already paid out the money, in a way they have lost interest on the money, they are telling em to calm down but my mother has angina and im annoyed, any help is greatly appreicated, geoff

    How in God's name did their conveyancing solicitor allow that? No-one is entitled to the keys of a property they do not own yet.

    Very unusual.

    Have they a solicitor who is acting for them? Have they paid the money to them? If not, who did they pay the money to?

    More information please.

    They won't get the keys until they complete, to complete they need to exchange first, their conveyancer should be dealing with all this and telling them what is going on.

    it seems my annoyance was short lived, they are getting the keys tomorrow apparantly.

    it was the instruction to complete within 28 days that was worrying, it is now day 30.:T

    It may be they have given the money to the solicitor acting for them and so believe the house should be theirs. I can't for the life of me see the solicitor pay the vendors until exchange and completion has taken place, something that won't happen until the council confirm they have no interest in the property. The solicitor wouldn't be that stupid, perhaps the op can confirm who the parents gave the money too.

    bris i think youre right a solicitor wouldnt be that daft, after my mother getting worked up shes telling me to calm down now so ill delete this thread soon, it wont help anyone keeping it on, thankyou
