Stop tap not working - Who is responsible?

Hi everyone,
My water supplier is Veolia Central.
I discovered today that the external stop tap located a few feet underground under a small cover in the front garden is not working. I turned off the tap to replace a faulty internal stop tap to discover the water still being supplied to my property!
As this is an external stop tap in my front garden, with no other stop tap located on the path outside would this be my responsibility to resolve or my water supplier?
Their website does not help and at the moment theirt customer services are closed.

i would have thought it would be their responsibilty....are you sure there is no other outside stop tap ? outside our house there are two , thats because one is older and supplied the water originally with the older style lead piping. Then there is a newer stop tap which was put in with the newer, plastic pipe. might be worth a second look.0

To confirm, even though it's outside but inside my boundary it's their responsibility? There is definately nothing on the footpath outside.0 -
