Like other mobile networks, Vodafone have EEA and non-EEA prices. Turkey has never been in the EEA. For simplicity, Vodafone refer to their EEA prices as "Europe".

Unless you want to pay Vodafone £5 per day for up to 25MB, get a local Turkish SIM card:

Vodafone are one of the largest providers in Turkey, so it might fall under their new "Euro Traveller"
