And why exactly is this data being held and shared between the PPC and hospital? I mean the phone number. What possible relevance can it have to a fake PCN situation and how dare they store such information for any length of time?

And how do they know that the person who wrote the appeal letter is the same person whose phone number was used, could have been a passenger's phone, could be friends, business associates in the same car. NOT relevant to be shared in letters to people who write in and nor is it information for them to store without 'ticking all the boxes' of the Data Protection Act.

Did your Dad give permission for his phone number to be stored in this way? Was there any info given about what they would do with this data and how long they will keep it, who will be sent it (e.g. they'd send it to any old person who writes in!!)?

I would report this to the Information Commissioner as a complaint. Seriously, stir up trouble for Goodness sake as this is not on.

And carry on ignoring the PPC of course. DO NOT let him pay this scam.

None of their business and why is this still being treated as if it were a real fine? Why are disabled people being made to jump through more hoops to park than an able bodied driver? This could be viewed as a breach of the Equality Act 2010 as it's not treating disabled parkers equally and is setting them up for a fake fine.

Complain and mention the Equality Act 2010 and harassment.

Yes - I'm not convinced that the Equality Act makes "registering" anything legal.

There is nothing to be overturned, it's an impersonation of authority scam.
The Hospital get a cut of the money, it s a self ticketing system, the goon you "registered" the badge with will be the goon who ticketed your car with the fake parking ticket.
Money corrupts peoples minds.
However they have no law to fine or charge you anything, they can be safely IGNORED 100%, they will NOT take you to court, for if they do we will I you a counter claim defence under the disability act and protection of harrasment act for £5000 .
So let them try it.
Let the goon who wrote the ticket stand on oath in court and explain why he wrote it when he had just been told the car reg by the persons car he stuck the fake ticket on, then let him explain what this ticket is.
Let the Hospital directer be summonsed for questioning over what legislation they have to fine drivers and how much of the scam money they take and explain why they think harassing disabled people is ok .
Let the parking company explain why they are pursing losses and penalties on land they dont own.
Can you see them turning up ?
No neither can I.
So IGNORE and let them try it if they are stupid enough .

The Hospital are part of the scam.

Questioning "policy" gives it legitimacy, ignoring them and treating them like fools not to be taken seriously beats them every time !
