I tend to agree, since the Government have already, when drafting the Protection of Freedoms Act, rejected the suggestion that failure by the RK to pay PPC invoices should be a criminal offence.
Also, using criminal law to force the RK to incriminate the driver would be a human rights interference. The ECHR ruled that such interference could be justified in relation to camera-detected road traffic offences such as speeding due to the public health and safety implications of dangerous driving. I doubt that the ECHR would consider this interference justified in relation to failure to pay PPC charges, whether such charges are lawful or not, and whether or not failure to pay constitutes an criminal offence.
Good advice. I think some moron tailgating through a carpark barrier would again be justified in relation to camera-detected road traffic offences due to the public health and safety implications of dangerous driving. I'll include it in my email to them.0 -

I have experience in this matter personally as MAG plc (the private car park owners) allege that i "tailgated" my taxi out of the airport without payment.
So let me explain about thecar parks & manchester airport group plc.
1) the barrier was stuck up & everyone was going through- but because i was a taxi i'm easy to trace - and of course they thought a phone call or two & i would buckle.
2) they rang me up & demanded i pay a £25 "fine" unlawfully- tried to blackmail me with the police (ifyou don't pay before 1pm etc etc) of course i had to refuse their intimadation.
3) refused to tell me who i was talking to on the phone or put the "threat" down in black or white for me (surprise, surprise) yet expected me to pass them my card number over the phone.
4) i was then harassed for the £2.80 by manchester airport police- who i subsequently found out we're having their wages paid for by MAG-i did point of the conflict of interests to the inspector.
5) i was then "invited" to the police station at the airport for a "chat under caution" apparently on suspiction of theft which i accepted if they paid for my time at £20 per hour-they declined (i did point out the obvious that i had nothing belonging to MAG therefore its not theft under there own law).
6) I now have a hand posted letter again "inviting" my for an interview under caution (i refused to have it handed to me & refused to recognise their authority)- i have just made a paper aeroplane out of it- so lets see what happens next.
Mikey- a) MAG made £1m last year in parking fees alone & don't even let you have 5mins to pick up- thats fair in your mind i suppose.
b) there is only a barrier that comes down no bollards that come up- derr.
c) you keep backing up these faceless morons that won't even tell you there names & that's the exact reason this country is so screwed up & ran by idiots.
d) my username is says everything- a another yes man with no backbone.

If anything i think its civil but anyway if they would have said pay the £2.80 i might have but once you try to bully me forget it.
Good to see our brave boys in blue anti-terrorist police at the airport chasing down the true criminals though.

Private parking fees are a Police matter?
How did you find out the Police are paid by Manchester Airport Groups PLC ? Police are not private security.
Plod sending "invites" out by letter?

First of all apologies POGOFISH & CO about bumping the thread- i only realised it was so old after i had posted- new so a little ignorant of the forums.
I found out after "inspector Potter" down at manchester airport said they we're obliged to investigate every case yadda yadda- but when i pressed him about being the only force i knew who harassed people like bailiffs for private car park firms he actually told me MAG pay the wages of the police at Man airport.
I did suggest that surely this gives rise to a conflict of interest & how can a policeman possibly be neutral if one side is paying his wages- he denied that which i found laughable.
They actually came from the airport & posted it through my door- good use of resources there again.
Manchester Airport Group is plc but is owned by manchester council- does that sound right?
