Not using any water?

Hello – we have sold out house and have moved back in with my parents. The house is sitting there empty and completion is due in a month.

Do I still have to pay water rates? I am not using any water!

I think it depends on the company. With my company(Severn Trent) they state this:

My property is empty do I still have to pay charges?

If the supply is required to be left available for use, the charges remain
payable in full. If however, you do not require the supply and Severn Trent can
schedule it for disconnection, charges will be cancelled from the date
    confirmation is received.

Careful asking for a disconnection as the supply will be gone and you will have to ask for a new supply costing £££

Simply ring up. Tell them that you are moving out (or when you did).
Give them your parents address for the final bill to be sent to but make sure you tell them that you are simply moving in with them.
When they as who is moving in tell them that you dont know.

You do not need to request for the water to be cut off.

The OP has sold the house, but completion is in a month.

He is liable for water bills until the date of completion, not when he moved out.

The buyer could drop out of the sale.

The buyers may have (as part of the contract) that all specified service ar available on entry. The seller being liable for any fees incurred by the purchaser for restoration. This may cost more than getting the service terminated.

As the bill will only be about £20-30 or so ..... why is it so important?

This is all a bit much...just call them and explain and ask for the void policy to be applied.
They will ask you if you want the supply and you say house is empty etc, they then take that as conformation no water will be used and apply the void status.
They do not disconnect without a disconnection form on domestic properties so there is no need for all the panic.
