Any network that provides free SIM?

Which then can be used to receive calls without topping up with any credit?
Happiness is buying an item and then not checking its price after a month to discover it was reduced further.

    I think all netwoks do.
    I have Tesco Mobile that I've never topped up.
    Most are supposed to die in 6 months if you don't make/send chargeable calls/texts, but at Orange incoming calls suffice for keeping it alive.

    I know all issue free SIMs but need to make chargeable calls to activate it!

    Tesco Mobile site says one must activate the SIM by making a chargeable call.
    Happiness is buying an item and then not checking its price after a month to discover it was reduced further.

    I thought this might be the case. So with most networks it's sufficient to receive calls every 6 months, but only Orange state this officially?

    It was not the case for my Tesco sim.
