I did try and open my own thread but I found this difficult and most unlike to Forum I use for Rugby where there is an icon "New Thread"

Go to the top of the page, click the link"parking Tickets, Fines & Parking" the you will find a "new thread" link.

That's because you are on someone's thread rather than looking at the forum board! That's where a new thread can be started.

See my signature where I try to explain to newbies who find just one random thread, how to find the forum thread list (i.e. the whole current parking board) with just one click. Works on all forums, you can find your way around pretty much any forum if you know about the breadcrumb link at the top.
