I have contacted the buyer asking if a mistake has been made and they say the full item has been returned to me. They have uploaded the tracking information and the only option open to me is to refund. Does anybody know if I can appeal straight away if I refund?

What would the difference in weight have been? Would it have been possible to state they did not return the full product as the package weight/postage was not enough to cover it?

The weight of the package I sent was 3.5 Kg. The package returned was sub 500g. Whether Ebay will ask for this information is another matter.

Well that's evidence enough to prove they did not return the whole product, and so are not entitled to a full refund. What eBay and PayPal say is not final, I would be contacting the police as what the buyer is doing is fraud.
