Hi,
On the 22/06/12 i received a parking fine on Asda car park in Wolverhampton from Town and city parking Ltd. I had failed to purchase a £1 parking ticket. My fault as i was dashing about. The fine is £60 but is reduced to £30 if paid in 14 days. Ive done a bit of reading on the net about TCP and alot of views is just simple ignore. My concern is that i was actually at fault as i did not pay, although i do have my receipt from Asda confirming i was instore. Any advice ??
Cheers,
Ritch

Technically you owe them a £1, although is there a refund on this if you pay more than £X in the shop? If you did pay more than £X then you technically owe them nothing.
By the way, its not a fine, its an invoice in respect of breach of contract, there's quite a difference.
If you owe them £1 I would be tempted to send them a postal order for £1 'in full and final settlement'.Je Suis Cecil.0 -
In most Asda stores they give you back the parking charge when you spend over a certain amount (mostly £5).
Assuming you spent over £5 then the gain they would have got from the parking ticket would have been eaten up by the refund they would have given you, so their losses are zero.
Just ignore TCP they never do court.0 -
As above is the parking cost refunded after youve made a pruchase at that ASDA? if so and you bought somehting from asda you owe them nothing.
if you have to pay regardless all you owe them is the cost of the aprking charge as a full and final settlement.
in most cases the best form of action is to ignore, take a look at the letter chains in the stick above to see whats on the way.
If you want to take things further you should also get in touch with asda over this as they are responsbale for the actions of their agents, in this case town and city parking. From the Plain Language Commission:

Just ignore. They will go away after several letters. I actually wind the bloke up in my local asda car park telling him to give me as many tickets as he wants because they are unenforceable!!lol0

A complicated Scam based on the Impersonation of authority.
It works by Impersonating and replicating genuine Authority by a bunch of scammers and con artists.
they change Characters so be ready, to fake debt collectors and fake solicitors, all very official looking and ASDA are IN on the scam.
So in future you may want to shop somewhere that does not try to scam £60 from its customers with a fake parking ticket.
IGNORE !
STAY IGNORING
There is NO appeal its a con to save them £2.50 Buying your details from DVLAHi, we’ve had to remove your signature. If you’re not sure why please read the forum rules or email the forum team if you’re still unsure - MSE ForumTeam0 -
Only just joined this forum but it has given me the confidence to do what I am intending to do. Paid £1 for 90 mins parking at Asda South Shields the Friday before the Jubilee weekend. Store was very busy. Spent £99 on 60 items. I am a slow shopper but this took longer than I realised. Got back to my car 11 minutes after time-up to find a ticket had been stuck on my windsreen presumably a minute before. Remonstrated with the duty manager who stated he would support an appeal to TCP in view of how busy the store was.
He said he couldn't do anything else as the car park didn't belong to Asda. It belonged to the local authority. I posted my appeal to TCP the same day by Royal mail's Special Delivery. Cost me £5.90. i know they received it 'cos it was signed for and I have a copy of the signature dowloaded.
Meanwhile Asda Customer services phoned me & advised me to pay the fine early so as to save £30 & she confirmed it was local authority owned. I launced a complaint about her condescending attitude to Asda HO who advised to await the outcome of the appeal.
Yesterday I received a 'Notice to Owner' letter from TCP stating that they had got my details from DVLA & wanted £60. There was no mention or acknowledgement of my appeal, just a threat that my details are being passed to a debt recovery agency which may result in a summons or writ being raised ......
Spoke to Asda HO who referred me to the Store manager - still waiting for him to return my call.
I checked on local authority website to research procedures as I am determined to fight this. Something on its website prompted me to call its parking enforcement team. this person was very helpful & she confirmed that the local authority did not own the car park - Asda did! She said they were sick of calling the manager at Asda to request that Asda staff do not tell customers that the car park is council owned.
The whole thing stinks! So who do you believe? Asda or the local authority.
Your threads have reinforced my resolve and I await further letters from TCP with less anxiety.
I can understand Asda not wanting its car parks clogged up bu non-shoppers but this is ridiculous.
Anyway, since the date of the parking ticket, i have shopped at Morrisons where its free for 3 hours.
Is there sanything else I should watch out for?
Thank You0 -
This happened to me when I complained to ASDA about TCPs signage in the their Retford and Grantham Stores. They initially told me that the car-parks were owned by the council, but after two more emails to them they finally admitted they that the car parks were theirs.
This is their first email:-
I'm sorry you are unhappy with the signs at both our stores and you have reported this to the British Parking Association.
I have been in contact with our Facilities Team here at ASDA House. I have put your comments forward to them. The Town and City Parking Ltd are under the council who are in control of the signs in our car parks. I would advise you to contact your local council regarding your query for further comments on this.
The second:-
I'm sorry but these car parks belong to Town and City parking and are under the Council. We do not own the car parks. You will need to contact the Council for further assistance.
And their third after I had confirmed with both councils that the car-parks had nothing to do with them:-
Thanks for your response to my colleague.
I'm sorry there seems to have been some confusion here,.
We do own our car parks of course, however they are monitored by the company Town and City Parking, so if you have any queries with a fine you have you would need to take it up with them.
As you see, complete numpties when even their "facilities team" don't know the true position. What part of "A whop bop-a-lu a whop bam boo" don't you understand?0 -
Thanks for all the replies guys. Seems like this TCP lot a a bunch of scammers !!! I actually contacted my the asda store yesterday regarding this. After a few choice words from me, they told me to come into the store with parking ticket and store receipt. Either way there is no way im paying it !!!0

Dont Go in the store "
Just bloody well Ignore them.
YOU WIN THEN
Anything else is playing their game, one they make all the rules, one they decide the winner !
The parking company are crooks and ASDA are as bad as they get a share of the fake parking ticket money.
Why bother trying to play the game with them.Hi, we’ve had to remove your signature. If you’re not sure why please read the forum rules or email the forum team if you’re still unsure - MSE ForumTeam0 -

Asda almost always use TCP, it's well known and so are the letters.
This was never a fine and nothing at all to do with the local Council. I would complain in writing to the CEO of Asda about this misinformation - especially the lady who 'advised' you to pay the fake PCN which you can safely ignore. This scam has been outed on Watchdog and yet still the big Supermarkets are blind to what is happening to their customers. It is only complaint after complaint that will finally end all this rubbish and open their eyes to the protection racket that is going on under the pretence of 'parking management' (it is nothing of the sort).
A 'Parking Charge Notice' is NOT a real PCN but a fake one.
Just ignore it.
The most that will happen is even more junk mail letters that you can ignore; you are just in the middle of a mail scam at the moment.
No private parking company (PPC) can actually issue a real fine or penalty. Nor can they affect your credit rating nor send a bailiff round without the small matter of winning a Small Claim in Court first! Won't happen. And in any case, TCP have never done Court and won't start now.
Please read on...
We have so much info on here to help newbies understand and be ready for the letters. One click & you see all current threads here, most of which are about the 'fake PCN' scam.
Third from the top, click on 'PPC letters & threats'.
1. Watch the Watchdog clip on there, and then
2. scroll down to the pics of your fave PPC's threatograms, then
3. Play a nice game of snap with each matching templated threatogram, then
4. Tell your friends & family, colleagues, strangers, everyone! about the fake PCN scam so they never pay one.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
