External stopcock replacement

Hi. Can anyone help me please. My home is a 1963 ex-council property. We have two external stopcocks - one outside the property boundary which cuts off four properties and one inside our property boundary which just shuts off the supply to our house (this is the one that needs to be replaced as it is broken).
Our we responsible for the stopcock inside our property boundary - our plumber says Severn Trent is and a Severn Trent workman said we are as way back in the 60's the Council put in their own extra stopcock (the one inside our boundary).
I presume I will have to take this up with Severn Trent to sort out but just wondered if anyone had had a similar problem?
Also, does anyone have a rough idea of what this might cost if we dug it out ourselves and just got Severn Trent to replace the existing stopcock and backfilled it ourselves. It's just a straightforward replacement of the stopcock.

I would have thought the one on the boundary is the one ST are responsible for , i would ring them and get an inspector out
If it is deemed that the one at your property is your responsibility they wont touch it you would need a plumber, if they are responsible they they would replace FOC0
