Line Speed Vs Internet Speed

We've just moved into a house and finally got broadband setup with Sky. The router diagnostics show a line speed of 3770 kbps download and 600kbps upload. However, speed tests with various devices in various parts of the house, even next to the router and even with ethernet cable, are coming in at around 3000 kbps download and 170kbps upload.

Is this normal? The upload in particular seems a big loss against the linespeed. The router is not plugged into the master socket due to the practicality of where it needs to be, but I think the linespeed in the router diagnostics will already take any loss from that into account?
