And that applies to all non law enforcement ''fines''?

Ie, railway station car parks, supermarket car parks, council run car parks etc :)

No. In some cases on the railway you can be prosecuted under the relevant railway bye-laws and council run car parks and other places are different too. This only really applies to Private parking companies in places like supermarkets and the like.

Quite simple really if they ask for the payment to be sent to anyone that is not the police, local authority or a revenue protection unit (as for byelaw 14 railway tickets, legit ones are very rare) you can ignore them.

There are some private parking companies who act for councils, but any payment will go to the council.
  • Private companies can't issue fines.

Yes. A private company cannot fine anyone.

Except if the PPC is acting for the Council in which case it would be a real Penalty Charge Notice with a Council logo so would be different.

Except if your car is a company car, or lease/hired. Then you need to have a look at the thread by MacBudman which has all the links needed to set the lease/hire company straight about the scam.

And except if you are one of the tiny % who actually gets real sealed Court papers for a Small Claim. You would obviously defend that with whatever info you had about signage, authorisation to be there, the amount being a penalty, etc. and quoting the relevant findings from HMRC -v- VCS from May 2012.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Except if you are VCS and are told by the Upper Tax Tribunal that you can't even send invoices to drivers if you don't own the land the car park is on.

The reason I'm asking is to simplify a lot of threads in this section.

I'm usually fairly astute as to where I park, living in London. Down here you take it as the norm that you have to watch where you park.

The amount of threads that are people genuinely worried about these PPC's, I just thought I'd it would be easier if they could refer to one thread rather than trawling through hundreds, as I have been doing :)
