main water supply leak

I have a leak in the mains pipe to my house in the garden. Having spoken to scottish water they are not interested as they say the pipe belongs to the council.
The pipe supplies both myself and a council property next door.
The council say they will repair the pipe and we will be responsible for half the cost. Is this correct. I remember reading that if the pipe supplies more than one property the water board/council were responsible for its repair and no one else.
I am in Scotland so the rules may be different.
Does anyone have any idea how much this would be likely to cost (bit of string I know).

According to the link below the council are correct, you are jointly responsible for the cost.
