Southern water....need more advice...

I recently applied to have a water meter fitted but was told this could not happen due to the location of my stop tap.
I received a letter today from Southern water stating that as a single person in a small one bed flat I will be using 78 cubic metres per annum....this equates to £314.75.....this seems a little high....I know a couple living in a four bed house on meter and paying a lot less.....one person in a two bed house....paying less....so how can they state the amount I'll be using and the cost when, in my opinion, this is way too high.....I know my water usage is very low....
....any thoughts?
Btw, they have now put me on assessed charge!

The assessed charge for a single occupant with Southern Water is £250 or £270(depending on surface water drainage)
Are you sure that the 78 cubic metres is not their estimate of a single person's consumption?
The accepted average annual consumption is between 55 and 60 cubic metres per person. However it is logical to assume that a single person might use more.0
