Can an international student open an ISA?

Hi guys,

This is probably an easy yes-no question, but I haven't found the answer yet...Here's the situation: I'm doing a PhD here in the UK, and I hold a Tier 4 Student Visa. My husband is also living here with me, under a Tier 4 Student Dependent Visa (no restrictions on work/income, must pay tax, etc). We both have NINs and we're "resident" here in the obvious sense of living here...but to be "resident or ordinarily resident" according to the ISA requirements, do we have to be EU citisens, or reside here under a work visa, or...?
