PayPal 21 days pending payments

Just been on to the phone from paypal and they have change my terms and conditions saying i will not recivie funds until 21 days of sale .
I have 100 % feedback on ebay and have been a member for nearly 10 years i have only just opended a paypal account for myself as everything use to go through my wifes paypal account .
I only post when funds are cleared as funds take 21 days to clear looks like i will not post any items out unless people pay by cash or bank transfer .
Is what paypal doing legal ?
Because i am not very happy at all about this

    Your receive the funds immediately.

    What you are talking about is the ability to transfer the funds out to a bank, and it is only this that the restriction applies. If you refuse to ship out items based on this, your feedback will be quickly trashed.

    Yes, it is fully legal - it is a fraud prevention measure. It also means if a customer has a dispute, the funds will be there for a reversal. A slight inconvenience for the honest seller, but a real pain for the fraudsters.

    This has happened to me twice, once about 12 months ago and again now.

    I use PP about 4/5 times a year and am certainly not a business. The 1st time I left it and received an email about a month later saying the account was to be returned to normal, this time I sent a messages saying I was really annoyed as they implied that I was a dodgy seller and prone to disputes and cashback claims. I ended up ringing them and was non the wiser really.

    The lady I spoke to assured me that my account was run impeccably and could no reason why the account had been flagged in this way, said not to worry and the account would be returned to normal in due course. I'm still miffed but I guess if I want to use their facilities now and again I will have to live with it.

    As and aside my sister who sells lots of her childrens clothes n other bits and pieces - she is not a business either though can have £100+ a month going through PP - has never had this restriction on her account.

    There are also fradsters who buy stuff i have had loads of problems with people who have no feedback . This puts all the power in there hands . Easy way to get goods for free as paypal always take the buyer side."just say not working can i have my money back please cheers paypal". i have 100 % feedback just not a over 100 and an account for 10 years
    The money is not in my account or i would be able to spend it !!.
    Anyway contacted the ombudman and put a complaint in hopefuly enough peolpe will complain .

    The funds can be released earlier if the buyer leaves positive feedback. However not all buyers do quickly upon receipt. We've had the same hold placed on two items that were sold the same day.... one buyer left feedback within a day of receiving the item and so the funds were released then. The other buyer hasn't bothered leaving feeback yet though the 21 days runs out tomorrow

    As Elmathud says whilst this policy is clearly there to protect buyers from fraudulent sellers, it does leave sellers wide open to attack from fraudulent buyers

    Had this myself, paypal have had the payment and confirmed delievery via carrier they made me wait 6 months and then make you jump through hoops
    Don't put your trust into an Experian score - it is not a number any bank will ever use & it is generally a waste of money to purchase it. They are also selling you insurance you dont need.

    And this achieves, what exactly? It isn't the only show in twn, so vote with your feet an use a different service if you like. I buy and sell, and had rougue sellers who previously only had a limited amount so my refund was restricted. Now if there is an issue, cI get it all back.

    As a seller, I've only had one issue in 8 years I felt was unfair. The Ombudsman gas no responsibility for PayPal anyway, it is HQs in Luxembourg, and outwith their remit.

    The same thing happened to me. One of my ebay auctions ended on a Sunday night, the buyer paid that night and I transferred the funds to my bank account that Sunday night. Paypal then said they would not allow me to transfer funds until 21 days after payment because I had less than 20 positive feedbacks. That was because I was new to ebay and hadn't even sold 20 items.

    If paypal knew I hadn't had 20 positive feedbacks they should also know that I had sold/posted less than 20 items :mad: They also didn't tell me how long this restriction was going to be in place for e.g. a period of time or when I got the 20 positive feedbacks.

    So I just stopped using ebay, so both they and paypal lost out, lo and behold my account restrictions were lifted. The only way for sellers to control how they are treated is to stop using the company for a period of time or go to a competitor.

    If I feel I am receiving poor service by a company. I go on their website and then without logging/signing out I go to their competitor's website so the original companies cookies can trace that I am browsing, suddenly the service improves.

    paypal & ebay are the same group, they have you always at every angle
    Don't put your trust into an Experian score - it is not a number any bank will ever use & it is generally a waste of money to purchase it. They are also selling you insurance you dont need.
