We had a Graco Mosaic which did the above. It was reasonably priced, did what we asked of it and lasted - DD has mobility issues and so we were still using it all the time until DS got too heavy to carry in the sling and had to replace with a big double buggy - she was nearly 3 and both tall and almost 15kg at this point. We still have it and use it when we only take one or other child out. We didn't but the rain cover as by the time DD was in just the buggy bit she loved the rain and as we are rural it tended to be used around town after driving in rather than big walks. When you are still using the car seat bit you can use both the hood on the stroller bit and the car seat hood to meet in the middle and enclose baby.0
