    Unfortunately they do set the rules, but shouldn't be doing so. There is enough evidence of legit travellers bringing back goods legally, then having there vehicles and goods seized due to the fact they have bought "too many" cigarettes from Belgium or elsewhere.

    Try bringing back 11 litres of whisky and see what happens.

    I did once bring back 10 litres of whisky back in my suitcase, didn't get stopped, but it was a damm heavy case! x

    We recently flew back from Dalaman. I picked up 2 packs of tobacco 5 x 50g as you are allowed one pack each, the man in the shop put 2 more in my basket and said you are allowed 2 each, I put them back. I go on a forum for people who visit Turkey and they are putting extra bottles and cigs in peoples baskets in the shops and telling them they are allowed more when it is not the case

    Last time I flew back from Dalaman they xrayed the cases after you took them off the carousel and there was a customs man standing with a HUGE plastic bag collecting all the excess cigs and tobacco

    And if they feel really nasty, they wait for you to put them in you car boot, then confiscate your car as well.
