Maybe but that means you don't do the same job in it's entirity, ie. it isn't interchangable because this colleague does something else in addition to what you do. That is why they shouldn't be included in the pool. (I'd imagine based on the limited information here).

I think the fog is clearing now! It was confusing as they've kept saying 'primary role' nothing about interchangeable. Thank you for clearing things up.
