the best pay as you go sim for pac transfer

Hi!I am currently on t-mobile contact and want to transfer my number to a different t-mobile contract but this isn't possible unless I transfer my number out of tmobile to a different network, then get a pac code, then give that to tmobile to bring it back into tmobile!
So basically I need a host payg sim just to put my tmobile pac number onto and once its on then ask for a pac to transfer back into tmobile
Ideally I woulnt like to have to top it up to activate it or for porting
Any recommendations??!Thanks in advance
