The situation has escalated pretty badly from being buddies to now being sworn enemies. Trying to analyse what and why the breakdown occurred might help you fix things.
Is he jealous of you being able to buy your house or have you become more 'precious' because you are now the land owner?
I think you need to approach the council and ask about mediation - both of you need to be able to take a step back as this is getting out of hand.
In asking for mediation, remind the council that it is their tenant that is breaching access restrictions. However, your neighbour will need to agree to take part in the process.
Whatever you do, it needs to be designed to defuse the situation.:hello:0 -

When was the 'crossing out' amendment made - if it was at the point where the council owned both pieces of land then they may not have needed another party to agree as they controlled both properties.
You really should go back to your solicitor and ask why he didn't query the legality of this amendment before the purchase plus why he didn't draw this to your attention.

Or, replace your car with a monstor truck, and then if any of these visitor's cars happen to be in the way, then use your right of way to go over the top them anyway!:D0
