    Right.
Done that and the relevant legislation is the Theft act.
    http://www.legislation.gov.uk/ukpga/1968/60/crossheading/definition-of-theft

    How is theft defined?
1 Basic definition of theft. (1)A person is guilty of theft if he dishonestly appropriates property belonging to another with the intention of permanently depriving the other of it; and “thief” and “steal” shall be construed accordingly.

So a paypal 21 day hold on funds is not theft, and nor is this
They were holding MY money and refusing me access to it, thats theft pure and simple as the nice policeman told them.
As they were only holding money whilst an investigation was ongoing.

ewallets, where money is held until e.g. the item is shipped, or paid out periodically, are quite common on sites where Paypal is not used.

Amazon do it, there's very little protest about their two-week hold on the money for newer sellers, or that they don't pay out until you confirm you have shipped an item. AFAI can see, having just signed up, I don't get anything until I have sent the item. Which is reasonable, IMO, as it gives an incentive for the seller to send it fast so the buyer can have what they pay for before I get to spend the money. Makes enough sense to me.

Paypal is actually surprisingly liquid for a payment method used by third-party marketplace websites.

If you think what they are doing is illegal, bring a lawsuit against them or consult a solicitor.

NO there are approx 50 officers at my local station, but only a small percentage of those out in public.
I suspect it was a bit of excitement for them.

    I imagine it was!

I will say I was on the end of an exasperated BA rep who, when a flight was cancelled two days before Christmas due to 'bad weather' (when most other flights to that destination were still going out of the same airport) and we got rather angry with her, called the police. There were no other flights out before Christmas so we were all stranded.

The police came and told her and her company to get off their backsides and charter us a flight for the following morning. Result - passengers 1, stroppy idiot 0.

i called paypal today and they've freed up one transaction to help me with my costs. the problem is they've free up a £12 transaction. that'll let me post 1 item to australia.

they also said that i wont be reviewed until the end of july, meaning i'll have been 6 weeks between account reviews, not 5.

all this has meant i've had to pull my webstore. i simply don't have the capital to buffer paypal's 3 week holds whilst i absorb the costs of posting items to australia at a cost of £9.50 per item. if i was to send them airsure, they'd cost £16, at which point i might aswell not bother selling abroad (where my biggest market is)
    helpful tips
    it's spelt d-e-f-i-n-i-t-e-l-y
there - 'in or at that place'
    their - 'owned by them'
    they're - 'they are'
it's bought not brought (i just bought my chicken a suit from that new shop for £6.34)
