O2 download speeds (if speed is the right word !)

Has anyone else had a dramatic drop in download speeds from O2 in the last few months ?
I am on a 16mbs package, am synching at 16.8mbs, am 600M from the exchange. I am on an unlimited download package. I am not doing any file sharing/P to P.
Up until the end of last year I was getting around 13 - 14mbs fairly consistently, with a slight drop in speed in the evening. Since then it had degenerated into a complete farce - earlier this evening I was looking at the Met Office website, which seemed to be very slow. I did a speed test - 863Kbs.
At other times it has ground to halt completely ! A speed test won't even run.
Up until recently I could get 14mbs in the middle of the night (I use an automated speed tester !), now that is often down to 7 or 8 mbs.
O2 "Customer Service" has been a complete and utter waste of time. They tell me that there is no problem; they say they will call back - they don't; they give me a "case" number and then do nothing. They tell me there is no congestion problem - then they say there is and they are "fixing it" - then it gets even worse.
If I go to their website as a potential new customer it tells me that I should get around 13mbs - I can dream !!
I am about to send off a huge letter of complaint to the CEO at O2, before I do I would be interested to hear if anyone else has had similar problems.

Well, I just tried to download my mobile phone bill off O2's website. The service is currently "down".
Big companies change over time. O2 have been great in the past. Will they continue to be great in the future?0 -
