Of course if you read the story it says nothing of the kind. Prescott issued a challenge to build houses for 60k and it wasn't met, he didn't promise it could be done.
Yes it was, read the small print
The houses where all built for 60k, that doesn't mean the developers are going to sell them at an artificially low price.
They are simply charging the market value.
