    The most obvious problem they have is where they say "to vehicle's driver". If you ignore they have no way of knowing who that was and are stymied.

    I wouldn't mind betting that the presence of the parking company has not had the slightest effect on the incidence of parking complaints. Just altered the complaints from people not being able to park to complaints about parking tickets and so-called fines. Am I right OP.
    I can afford anything that I want.
    Just so long as I don't want much.

    Well that alone is a killer phrase. As soon as it become a PENALTY charge it become unenforceable straight off, irrespective of anything else they put. Its illegal to try and impose a penalty on an alleged contract for alleged breach of contract.

    to be honest with you 27col in the first instance of complaints it was only brought to our attention when everyone was sent a letter saying "these problems have persisted and on behalf of the management company we have entered into an agreement with central ticketing (now UKPC) to enforce parking on the site. It mentions in the original letter about fixed penalty fines for incorrect space, not in a space or if you have a commercial vehicle."
    The insult to injury is "it is unfortunate such action has become necessary but is now required following continual complaints etc etc"

    I'm not one for conspiracy theories, but it wouldnt surprise me if the complaints were absolute minimal or non existent. Do management companies make any money from these PPC's?
