BT Priority Fault Repair Service?

My mother has recently been registered as blind (severely sight-impaired). I am attempting to register her for BT's Priority Fault Repair Service. This requires her to be either a) registered as chronically sick and disabled under the CSDP Act 1970, or housebound (the latter of which she is not).
My question is; does registration as blind (SSI) by the local health authority mean that she is also automatically registered as chronically sick and disabled under the CSDP Act 1970?
From the literature BT provide, it appears that simply being registered blind (SSI) does not qualify her for this BT service.
