BT Priority Fault Repair Service?

My mother has recently been registered as blind (severely sight-impaired). I am attempting to register her for BT's Priority Fault Repair Service. This requires her to be either a) registered as chronically sick and disabled under the CSDP Act 1970, or housebound (the latter of which she is not).
My question is; does registration as blind (SSI) by the local health authority mean that she is also automatically registered as chronically sick and disabled under the CSDP Act 1970?
From the literature BT provide, it appears that simply being registered blind (SSI) does not qualify her for this BT service.

Did you actually read my post? Because I'm unclear if reg as blind (SSI) automatically registers her under the CSDPA or not.No free lunch, and no free laptop0

If so, then someone ought to tell BT, as that's where the reference originated. No free lunch, and no free laptop0

http://www.shropshire.gov.uk/disability.nsf/open/581AE2A508FB841D80256C85003CE85D - for example - gives a link to register as disabled, and includes a note about the BT scheme.
