That's the problem sacsquacco. Its all money, not justice.
They are businesses and as such look to the bottom line and pleasing their shareholders.
Its Ofgems responsibility to enforce this. They can very very easily achieve it by increasing regulation to force all tampers to be prosecuted. Suppliers will whine about losses, but they have corporate & social responsibility policies and Ofgem can enforce it under public safety...after all, what about the neighbours?
As Spiro said on elec, its just not thought out. In terms of elec, I can tell you for a fact that there is no way to actually enforce it. Why? The industry isn't set up to be compliant to Ofgem policy...due to customers switching.
Gas is different since there is a data item called Last Inspection Date (LID) that means it is transferred between parties. However, there is another problem masking issues in gas...the LID is updated by the supplier. So, if its updated in error, the safety check becomes a failure in terms of MBR and unless Ofgem check with the suppliers agents, no one is aware. thanks terry, very good info.there were three cannibis farms all in the same area of my hometown,reported in the local press.1000s of cannabis plants all grown on free electricity.these will have all been prepay meter properties.I was knocking on the door of one of them when the police were there These places are allowed to keep in business because of the failure of suppliers to check the meters at any time. They have a free run to grow all the home grown cannabis without any interference from anyone.personally I think the suppliers are partially responsible for allowing it.If only I could get the media involved somehow I would.I have tried. checking prepay meters is one of the best ways of killing the trade as it needs free energy to operate .All prepay meters should get yearly checks just like the credit meters get.0

Think about recerts as well.
Well known that there are large numbers past their recert date and no attempts at trying to resolve the situation.
