OP - I must be the only one on here who 100% agrees with you. Actually, more like 150% in agreement!
I think your sister has possibly got an account with the only bank in the UK who would act like this. Possibly, even the world! It' outrageous!! I would recommend going to the press as you suggested earlier and kick up a stink.
Make sure when you do though, you send them a copy of the T&C's and highlight the section that says "if you take an unauthorised overdraught (and if you ignore numerous letters informing you of this), we will not charge you...".Marching On Together

Try looking at ISP complaints forums for examples of this. People make umpteen attempts to get some issues dealt with through the normal channels and are fobbed off, so they complain loudly and publically on the forum that the service is crap etc - and whadya see - the ISP staff rushing to help out and get it fixed.0 -

As I suggested before, this would not help one little bit towards making "little sister" more capable in money matters.
What is your objective here? It is a sad fact of life that in the main only poor people pay bank charges and fees. In over forty years banking I have never paid bank charges or credit card interest.0
