Outrageous charges for working near drains

in Water bills
We are having our house extended and this requires us to reroute some drains on OUR property. Thames Water are making us pay £900 for their permission to allow us to do this! They do not visit the site and when asked how they justify it they could not.
Who is the best person\organisation to complain to because this is ridculous?
