    It is an impersonation of authority scam, all huff and puff and nothing else, endless threats and no action.
    The characters change in the impersonation, as you have discovered.
    The LAW states they have no legal or lawful right to fine you or to charge you a penalty as they are not real authority, just a private company impersonating it.
    They get away with this in law as what you have is actually an" invitation" to pay a invoice they have sent you.
    Like all invoices you can sue if not paid.
    The trouble starts when you they have to prove you owe them a penalty, so they wont be trying the court option.
    Instead they will continue the harassment letters using words such as MAY, COULD, MIGHT, they will continue as long as you take them seriously by arguing with them, once you ignore them, they might try to pester you on the phone, write a few final warnings then give up.

    If anyone does come to the door, treat them like any other beggar and tell them to leave the boundary of the property or you will have them arrested for breach of the peace if they ignore you twice, this is the first

    I've been on these and other forums for many years now, and never once heard of a Debt Collector turning up at someone's door over a fake parking ticket.

    Are they based near where you live? Otherwise, it's just not worth it for them.

    They know they are on legally dodgy ground anyway, so they'll just be happy with the 60% or so that don't question these fake tickets and just pay up. Just make sure you are in the percentage that don't pay up.

    Eventually they will go away and leave you alone.

    Nope not for a parking invoice and ive had a lot!!!

    I have had them for other things,

    Debt collectors have no powers, when one turned up, i told them to leave the property immediately, otherwise the police would be called and the debt was denied. I then proceeded to capture his mugshot and pics of car and said if he came back i would call the police and would say the was some strange man looking at my neighbours children,.....

    Do not confuse them with bailiffs
    worry about anyone turning up

    No one will knock on your door. If they did you would very politely ask them to leave immediately.

    This is a scam which equates to a protection racket. They invent a charge, then invent some threats to try to get you to pay it.

    Unfortunately by appealing you played their game- knocking back your appeals is all part of their game.

    Now stop playing their game.

    Total rejection is the one thing they cannot deal with. Ignore them, and they have nowhere to go, because they cannot REALLY take anyone to court.

    So,.... IGNORE THEM. They will get fed up with sending letters that receive no response, and give up.

    Read the letter again - then compare it to those shown in the sticky thread near the top of this parking forum, called 'PPC letters and threats'.

    Debt collectors DO NOT come knocking over a fake PCN as it isn't a real debt, there is no credit agreement, no default. There is one well-known template letter I recall which gives a fake 'notice of home visit' but it never, never happens of course.

    In theory, so are Debt Recovery Plus, Roxburghe (sort of, allegedly!), Control Account, CCS Collect, all the usual suspects - they are all 'real' debt collectors you know!

    But in the case of a fake PCN they have NO powers and NEVER come knocking. Debt collectors normally only write letters for alleged debts anyway (there are some circs where a 'debt collector' goes door to door but that's where there's a credit agreement and the person might be paying a local collector each week, like payments to a local catalogue agent or something, then defaults).

    Completely different from the scam that is 'PPC World'.

  • Ignore it then. Writing to them and appealing does nothing other than to confirm who was driving the vehicle and that they got the correct address. You've probably told them who was driving now (lesson to learn - in future ignore) so I would suggest that unless you get an official court document you just continue to ignore them.

    HOW A PPC APPEALS PROCESS WORKS:

    PPC Chimp No. 1 opens mail. Gathers together all the appeals letters, passes them across desk in tin hut in dodgy scrapyard full of stolen war memorial plaques and cut and shut cars to PPC Chimp No. 2. PPC Chimp No. 2 takes each letter, screws it into a ball and lobs it all the way across the hut into the waste bin. He never misses, because hes had so much practice. He can drop an appeals letter into a six inch waste bin at 200 yards.

    He then opens his standard 'Appeal Refused' template letter, prints of 50 copies and posts a copy back to each letter writer.
