Cake tin

Hi i posted on here about a month ago.
I ordered some cake tins and paid via paypal and was having problems getting them delivered. Well cake tins arrived 2 weeks ago however i was missing a tin.
I contacted supplier who after many emails(again) agreed to send it out. I emailed him to find out where it was and he stated it was sent out on the 21st may it still hasnt arrived can i contact paypal even though most of the delivery has arrived.
The problem is I really dont want to deal with themas they say things have been sent out and tell you lies and seem to think this is acceptable.
Any advice would be great.
