internet access and call barring

My aunt had her phone cut off due to her kids running up massive bills. She's now desperate to get on the internet. If she has her phone line rental with bt so she can use the call barring system, but has internet eg with tiscali, will she have to lift the bar to use the internet, or is the broadband unaffected by this?
Help / suggestions gratefully received.
Is there anyone else who does call barring, so she can have a phone/broadband bundled package?

All shall be well, and all shall be well, and all manner of things shall be well.
Pedant alert - it's could have, not could of.

is she on an OCB status with her telephone service? If so she'll need to get the bar's lifted in order for her to get an order for broadband placed
edit: from what it sounds like she doesnt have telephone service at all? If thats the case she'll need to get a live service again so she can go with tiscali0 -
she doesnt have a service at all at the moment, but apparently once connected with BT you can use a pin number to stop the kids/unauthorised others using the phone - it's that she's thinking of, but is unsure if that would affect the broadband. All shall be well, and all shall be well, and all manner of things shall be well.

Ok well first of all she needs to get telephone service re-instated at the property & then if she liases with her telephone provider & maybe they can see if a pin system can be implemented on the line.
From my knowledge nothing like that is an incompatible product with broadband0
