not necessarily
the item can be confirmed after 1pm,as long as the delivery was attempted before 1pm.

If they do RM can't prove delivery so you'll be able to claim compensation from them.
If she's a friend of the postie, she shouldn't fraudulently claim as you've been told that her friend has broken the rules.
