Ok, that's more reasonable to be asking about

It's still taken a pretty hard knock and will affect the seating area for the tyre, so should be an MOT fail, and the rim is really scrap. Unless it's an extremely rare rim, or you know someone VERY skilled with a hammer, getting it right so it runs true again is going to be more hassle than it's worth.
You should also get the tracking checked after a knock like that. More to save tyre wear than any real safety concerns - tyres that wear an edge out in 2 - 3k miles start to get expensive!
But you're more likely to be able to save the tyre itself with that level of damage
