Phoning from abroad to UK or vice versa

My daughter is going abroad to France to work for two of three months and wants to know the best and cheapest way to be able to phone someone in the UK each day. Obviously ideally you would use Skype or FaceTime but the availability of wifi spots will be very limited so she is really restricted to mobile to mobile.

Does anyone know what the best schemes for this would be - I suspect she may be a relatively high user - perhaps 10 - 15 mins per day. It would work just as well if the UK mobile rang hers in France if that makes it cheaper.

She has a Vodafone contract at the moment but would be happy to get a PAYG if it made it cheaper.

It will be cheaper to get a local sim (the handset has to be unlocked). Calls from UK landline to French mobiles cost as little as 13.1p+1.53p/min (or 2.9p/min from mobile on the top of the cost of calling UK landline).

If she cannot find a similar service in France for calling to UK, she can just ask to call her back after she dials a number and hangs up.
