To be fair, 'Most' don't, 'some' do - it's a bit of an urban myth. Most home routers have http servers in them allowing remote access, so kicking all customers with web servers could mean losing a ton of customers. This is before we even consider other web servers in things like remote security cameras and the like.
You do have to watch out though, because INCOMING requests will typically count as traffic and be taken from any allowance. There is also the security issue and I'd not recommend it for the feint hearted.0 -

Over a decade ago when "unlimited" dial up came about I was kicked out of plus.net for having a web server running and scouring the T&Cs of lots of other ISPs at the time had the same exclusion.0 -

Good grief! I've never heard of that! I don't expect my phone company to dictate what kind of calls I'm allowed to make, and I don't expect an ISP to tell me what kind of traffic they allow on their network. It's fair enough to have data transfer limits, but not to tell me what kind of data I'm allowed to transfer.
I'll have to check my ISP's terms...0 -

You'll probably find they are more likely to prohibit a SMTP or IRC server than anything else.0 -
I used 110mb.com. Used them for around 4 years and never had a problem, they do have limitations. - but they can be redeemed for a few pounds.
From their website:
I think it's around £4 a month for a premium account.
Looks good as you have used it for 4 years. I have checked many free cpanel hosting, many have problems with account maintenance. Some are ad-supported and some need to login to account within some time interval otherwise it will be suspended. For free cpanels just google "free cpanel hosting" or "list of free cpanel hosting" etc.0
